Guess My Rule: Sorting Tools

Two circles overlap. Inside the yellow circle: An eye dropper. A small liquid measuring cup. A large liquid measuring cup. Inside the green circle: A digital scale, A pan balance scale. A spring balance scale. Outside both circles: A thermometer. A clock. A 12-inch ruler.
  1. There are rules to decide what can be in the circles. What is the rule to be in the yellow circle? What is the rule to be in the green circle? What is the rule to be outside the circle?
  2. Why is there nothing in the overlapped section?
  3. Draw another shape that will fit in one of the circles, or outside the circles.
